Tagaytay City – The Bureau of Local Government Finance (BLGF) Policy, Planning, Programming, and Standards Division (PPPSD), in collaboration with the Capacity Building Division, recently concluded a highly successful strategic planning conference for local treasurers and assessors in the National Capital Region (NCR). The conference, held from 31 May to 01 June 2023 at Hotel Dominique in Tagaytay City, proved to be an invaluable platform for fostering collaboration and knowledge-sharing. 

During the conference, the BLGF’s Officer-in-charge (OIC) Executive Director Ricardo L. Bobis, Jr., emphasized the significance of collaboration and knowledge-sharing in driving progress in the NCR. He stated, “We aim to create a supportive environment that collectively overcomes challenges and achieves greater heights of success, facilitating dialogue, generating new insights and approaches, and equipping each participant with valuable tools and information to enhance the quality of performance in the treasury and assessment operations”.  

Acting Deputy Executive Director, Ma. Pamela P. Quizon, commended the active participation of NCR’s local treasurers and assessors, contributing to the conference’s success. She stated, “The BLGF’s commitment to collaboration and knowledge-sharing was exemplified throughout this conference. We are delighted to have provided a supportive environment and valuable insights to participants, contributing to the efficient management of resources and the promotion of good governance within the NCR LGUs.”  

The comprehensive one-and-a-half-day planning conference addressed various issues and concerns aligned with the BLGF’s commitment to the Philippine Development Plan (PDP). Key topics included legislative priorities, such as the Real Property Valuation and Assessment Reform Act (RPVARA), the Income Classification of LGUs, and Mandatory Property Insurance. Additionally, discussions encompassed local policies and issuances, the competency framework for local treasurers and assistant treasurers, and other matters critical to the effective functioning of the treasurers and assessors. Emerging issues on treasury and assessment operations were likewise raised and communicated with the BLGF during the breakout sessions for the treasurers and assessors.  

The BLGF remains dedicated to empowering NCR LGUs by equipping them with the necessary knowledge and tools to navigate the ever-evolving landscape of local governance. The successful strategic planning conference serves as a testament to the BLGF’s commitment to fostering collaboration and driving progress in the NCR.
