MANILA CITY – The Bureau of Local Government Finance (BLGF), under the Loan No. 3944 PHI: Local Governance Reform Project (LGRP) funded by the Asian Development Bank (ADB), signed a contract with the CPRM Consultants, Inc. (CPRMCI) last 04 October 2022 at the EDPC Building, BSP Complex, Roxas Boulevard, Manila, in a bid to professionalize the local assessors and strengthen the capacities of local government units (LGUs) to be sustainable in local revenue mobilization.
OIC Executive Director Ma. Pamela P. Quizon, Project Director and Acting Regional Director Atty. Menilba M. Nicolas, Project Output 4 Team Leader, signed and represented for the BLGF, while CPRMCI was represented by its President, Ms Vicentra Alinsug and Director for Operations, Ms Kristine Marie M. Racho.
In her opening message, OIC Executive Director Quizon expressed her optimism on the role of the CPRMCI as the National Training Firm for the LGRP.
“With the onboarding of a National Training Firm, I am optimistic that it would contribute significantly to achieving progress for one of the LGRP’s expected outcomes which is to develop and sustain a professional cadre of assessors that will meet both public and private sector needs, and ultimately further advance and promote property valuation practice in the country”, OIC Executive Director said.
The CPRMCI is composed of six (6) key experts tasked to conduct a diagnostic study and map the core competencies for local assessors and appraisers; develop expanded academic, and training course curricula and performance assessment programs with training manuals, through a partner state university or college and a training institution; develop learning materials suitable for both physical and virtual environments, and for synchronous and asynchronous mode; rollout training for local assessors and appraisers at the provincial, city, and municipal levels, and BLGF employees; and develop a monitoring and evaluation system to ensure compliance and performance, among others. The contract commenced on 04 October 2022 and will end on 04 October 2024.
