Pasay City – The Bureau of Local Government Finance (BLGF), represented by the Financial Management Division (FMD) Acting Chief, Ms Erwin C. Domingo, FMD Administrative Officer V (Budget Officer III), Ms Celerita M. Tangonan, and Policy, Planning, Programming, and Standards Division (PPPSD) Planning Officer III, Mr. Carlo G. Agovida, together with the heads of budget, accounting, and planning units of national government agencies and government owned and controlled corporations (GOCCs), participated in the Department of Budget and Management (DBM) forum for 2024 Budget Preparation, on 27 January 2023 at the Philippine International Convention Center (PICC), Pasay City.

In a pre-recorded message, DBM Secretary Amenah F. Pangandaman expressed gratitude to the participation and commitment of the public servants to safeguard the integrity of the budget process.

Pangandaman also reminded the agencies’ role in ensuring that the 2024 national budget covers implementation-ready programs for an efficient and effective budget management.

The DBM Secretary also underscored that the 2024 national budget will embody the priorities and policy directions of the Marcos administration to achieve the Medium-Term Fiscal Framework (MTFF), the 8-point Socioeconomic Agenda, and the Philippine Development Plan (PDP) 2023-2028.

Under the 3rd point socio-economic agenda: ensure sound macroeconomic fundamentals (enhance bureaucratic efficiency and sound fiscal management) of the PDP 2023-2028, the BLGF commits to (i) pursue tax reforms and improve tax administration to increase revenue collection and realign expenditure priorities; and (ii) improve spending efficiency to immediately address the economic scar arising from the effects of the Covid-19 and be prepared for future shocks.

The said budget forum was part of the series of fora, which signals the preparatory stage for the drafting of the National Expenditure Program for FY2024, pursuant to DBM Memorandum Circular No. 145 or the National Budget Call.
