Continuing its mandate to exercise administrative supervision to local government units’ (LGUs) local treasury service, the Bureau of Local Government Finance (BLGF), thru its Legal Service, conducted two (2) batches of training workshop on Legal Orientation for Local Treasurers (LOAD) on 08-13 July 2019 at the Koresco Hotel, Cagayan de Oro City.
LOAD was devised to capacitate the local treasury of LGUs on the applicable provisions of law, rules and regulations affecting their functions. Resource Speakers are field experts including lawyers from BLGF Central Office and the Ombudsman, State Auditors from the Commission on Audit (COA), and Government Procurement Policy Board (GPPB). Among the topics discussed were the following: (i) BLGF’s roles in treasury and assessment operations of LGUs; (ii) Responsibilities and accountabilities of Local Treasurers and Accountable Officers; (iii) Administrative sanctions imposed on Local Treasurers (July 2015–December 2018); (iv) Salient provisions of the CSC 2017 RACCS and ORAOHRA with focus on remedies up to Supreme Court; (v) Statement of Assets, Liability and Net worth (SALN) Guidelines; (vi) Basic principles in writing pleadings; (vii) The Ombudsman Act of 1989, as amended; (viii) Relevant Provisions on Public Accountability: Revised Penal Code, RA No. 3019, and RA No. 6713; (ix) General overview of RA No. 9184 and its 2016 IRR; (x) COA Rules on Settlement of Accounts with focus on common findings of COA on LGU accounts; and (xi) Tips on answering AOM.
The two (2) batches of the 3-day training workshop were participated by the local treasurers and assistant local treasurers from LGUs in Region Nos. IX, X, XI, XII and CARAGA. Joining the training to render technical assistance were the Special Investigators from BLGF Central Office and Regional Offices. The training workshop provided a participative discussion and learnings were measured through a writeshop and critiquing session on the last day of the training.
