Bureau of Local Government Finance (BLGF) Director Ma. Pamela P. Quizon presented the Proposed Real Property Valuation Reform under Package 3 of the Comprehensive Tax Reform (CTRP) during the consultation meeting with the UNICEF Education Sector and Philippine Legislators’ Committee on Population and Development (PCLDP) on 18 October 2019 in Mandaluyong City.

PCLDP is a non-stock and non-profit organization of legislators from the Senate and House of Representatives. PCLDP was tapped to explore areas of collaboration for technical assistance and support following its involvement in propelling successful enactment of landmark laws that prioritizes the rights of women and children. The benefits of the reform on special education fund (SEF) were highlighted, specifically on strengthening RPT collection for a higher fund distribution on public education.

Further, Ms Tess Felipe of UNICEF pledged to support the undertakings of the Bureau, through technical assistance, in the conduct of an in-depth SEF study including extensive quantitative analysis in partnership with Social Watch Philippines. Ms Felipe also mentioned the analysis done by the Department of Education on the decline of the current quality of education in the country.
