The Bureau of Local Government Finance (BLGF), in cooperation with the Asian Development Bank (ADB) conducted a Cluster Training for the Roll-out of LGU Integrated Financial Tools (LIFT) to National Capital Region (NCR) on 28 – 30 March 2017, at the Bayview Park Hotel, Roxas Blvd, Manila.
Pursuant to DILG-NEDA-DBM-DOF JMC No. 1 Series of 2016 entitled “Updated Guidelines on the Harmonization of Local Planning, Investment Programming, Resource Mobilization, Budgeting, Expenditure Management, and Performance Monitoring and Coordination in Fiscal Oversight”, the LIFT shall serve as a tool to harmonize and complement the various performance management systems currently being implemented by the oversight agencies (OAs).
For the BLGF’s LGU financial reporting tool, the electronic Statement of Receipts and Expenditures (eSRE) System, which is a component of LIFT, was enhanced from version 2 to version 3 to incorporate new modules, introduce data encoding improvements, modify selected existing modules and link the same to the Local Government Performance Management System (LGPMS) of the DILG to facilitate the sharing of information for better management of LGU financial data and more effective monitoring of LGU performance. Moreover, the Accountant, Assessment, Budget and Treasury Offices will have a separate access and user accounts in the reporting system to facilitate the timely submission of reports and to encourage each office to take ownership of the reports that they will submit.
