BLGF Executive Director Niño Raymond B. Alvina explained local treasury examinations on 14 August 2019, during the live guesting interview in “Serbisyo Pilipinas” over DZRP Radyo Pilipinas 2 918kHz anchored by Ms Janet Bayan which features 1-hour program intended for Civil Service related matters at 12:00 nn – 1:00 pm.
The interview highlighted the Standardized Examination and Assessment for Local Treasury Service (SEAL) Program of the Department of Finance (DOF), through the BLGF and Civil Service Commission (CSC), that aims to professionalize and modernize the local treasury service through a three-level certification program: (i) the Basic Competency on Local Treasury Examination (BCLTE); (ii) Intermediate Competency on Local Treasury Examination (ICLTE); and (iii) Advance Competency on Local Treasury Examination (ACLTE).
On the part of the CSC, Chief HR Specialist Ms Merlie Moga and Ms Jaymee Mata spoke about the application requirements and procedures in taking the BCLTE and ICLTE. Ms Moga enjoined all concerned to take note of the nationwide conduct of the ICLTE on Sunday, 13 October 2019. She added that for the application schedules and other details, visit the CSC website at www.csc.gov.ph.
In ED Alvina’s final message, he emphasized anew the importance of the Bureau’s agenda in advancing local treasury operations: “Kumuha po tayo ng BCLTE at ICLTE. Paigtingin at paghusayin ang pamamahala ng pera ng bayan, at tulungan nating mas lalong lumago ang mga probinsiya, bayan at siyudad sa tulong ng programang ito ng DOF-BLGF.”
To give opportunity and address the need to increase the pool of BCLTE passers/eligible for the designation of Local Treasurers and Assistant Local Treasurers, an additional schedule for the conduct of BCLTE in 2019 was allowed by the CSC. The second batch of BCLTE will be conducted on Sunday, 13 October 2019, coinciding with the ICLTE. The deadline of application for both BCLTE and ICLTE is on Thursday, 22 August 2019.
