PROCESS FLOW: REQUEST FOR CERTIFICATE OF Net Debt Service Ceiling (NDSC) and Borrowing Capacity (BC)

To ensure the efficient implementation of the debt service limit on the LGU loans and borrowings as provided in Section 324(b) of the Local Government Code of 1991, the Bangko Sentral ng Pilipinas (BSP) required all Banks and NBQBs, under its Circular Letter s. of 2002, dated 28 May 2002, to present a certificate of LGUs debt service and borrowing capacities (ie NDSC and NBC), duly certified by the Bureau of Local Government Finance (BLGF).
