SUBJECT : Department Order No. 049-2016 dated 05 September 2016 on the Inclusion of Environment and Natural Resources Data in the Electronic Statement of Receipts and Expenditures System for Local Treasurers
For the compliance and guidance of all concerned, enclosed herein is the Department Order No. 049-2016 issued by the Secretary of Finance dated 05 September 2016 mandating that the data requirements for the Philippine Extractive Industries Transparency Initiative (PH-EITI), and the Philippines Poverty-Environment Initiative (PPEI) annual reports shall form part of the quarterly Statement of Receipts and Expenditures (SRE) reports submitted by local treasurers to report the payments made by extractive industries and detailed account of the shares from national wealth. All concerned local treasurers shall prepare and submit the required environment and natural resources (ENR) data pursuant to this Order and other relevant issuances, which shall form part of their official duties and functions.
Further, attached is the list of LGUs (Annex) with shares from national wealth with their corresponding tentative username and password to access on the Environment and Natural Resources Data Management Tool (ENRDMT) System. BLGF Regional Offices (ROs) are enjoined to provide technical assistance to their respective concerned LGUs. In this regard, reference materials shall be provided by the BLGF Central Office in electronic copy to all BLGF ROs.
