BLGF Mandate
Legal Basis and Function
Under EO 127, the Bureau of Local Government Finance is mandated to perform the following functions:
- Assist in the formulation and implementation of policies on local government revenue administration and fund management;
- Exercise administrative, technical supervision and coordination over the treasury and assessment operation of local government;
- Develop or implement plans and programs for the improvement of resource management system, collection enforcement mechanisms and credit utilization schemes at the local levels;
- Provide consultative services and technical assistance to the local government and the general public on local taxation, real property assessment and other related matters;
- Exercise line supervision over its Regional Offices and the local treasury and assessment and other related matters;
- Perform such other tasks or functions as maybe assigned by the Secretary of Finance or Undersecretary for Domestic Operations
FUNCTIONAL STATEMENT OF THE REGIONAL OFFICERS- Supervises and coordinate the conduct of local treasury and assessment operations of the provinces, cities and municipalities within the region for proper implementation of laws, decrees, rules and regulations and administrative issuances of the Department.
- Establish liaison and linkage with other regional offices and agencies of the national government in the region for the purpose of closer coordination in the execution of national regional plans or programs in the area.
- Coordinate in the prosecution of local government projects.
- Undertake researches, studies and related activities for purpose of formulation and execution of policies that would promote the financial stability and growth of the local government.
- Supervises and monitor the execution of tax mapping and other real property assessment projects of the local government units within the region.
- Approve the individual schedules of values of real property prepared by the provincial and city assessors in the region.
- Coordinate the plans, programs and activities of local treasury and assessment offices in the conduct of tax collections drives and tax information and education campaigns.
- Subject to the approval of the Department of Finance, conduct regional training programs, seminar-workshops, conferences, and other allied activities designed primarily for the improvement of administrative and technical skills in the local treasury and assessment offices.
- Perform such other functions as may be prescribed by law or as may be delegated by the Secretary of Finance.

PROFILE OF THE REGION
POLITICAL SUBDIVISION
CLIMATE
Occidental Mindoro’s climate is generally characterized by two pronounced seasons: (1) dry during the month of January to May and (2) wet during the rest of the year. The warmer months are experienced from March to May, while the lowest temperature is experienced in December.From June to October, rain prevailing in the eastern part are the rainy, low altitude and the coastal plains suffer excess heat and humidity, while the extensive mountain ranges receive cool climate. During the northwest monsoon, the moist air coming from the Nortwest side becomes dry after crossing the mountains. This accounts for the dry season during the months of northeast monsoon. From June to October, the province is affected by the southeast monsoon. The annual volume of rainfall in 2002 was 2,387.5 mm with the monthly average of 198.96 mm.
Oriental Mindoro has no distinct wet or dry seasons. Average temperature ranges from 26 to 32 degrees celsius. The province experiences maximum rainfall during the months of June to October. Relative humidity is registered at 81%.
The climate in Marinduque can be categorized as Type IV, a rainfall more or less evenly distributed throughout the year with no close boundary between dry and wet seasons.
The climate in Romblon is characterized by seasons that are not very pronounced. November to April is relatively dry and the rest of the year is wet.
It is highly difficult, if not impossible, to forecast what the weather will be like at a certain time in a very precise place. And yet, all travellers would like to know in advance the climate conditions in order to organize their future trip. Average temperatures or rainfall can help you to get a good idea of the issue. The temperatures mentioned hereafter are expressed in degrees Celsius and represent the monthly averages observed over a great number of years. The rainfall graph can also be useful to determine the better period to set out on a trip.
The province of palawan has two types of climate: the first type which occurs in the northern and southern extremities and the entire western coast, has two distinct seasons – six months dry and six months wet. The other type, which prevails in the eastern coast, has a short dry season of one to three months and no pronounced rainy period during the rest of the year. THe southern part of the province is virtually free from tropical depressions, but northern Palawan experiences torrential rains during the months of July and August. Summer months serve as Peak season for Palawan viewing. Sea voyage is most favorable from March to early June when the seas are calm.
Tagalog is widely spoken in the region. In Marinduque, Tagalog is spoken with a unique blend of Bicolano and Visayan languages. Aside from Tagalog, there are also other major languages being used by the people in different provinces and localities.
In the interior of Mindoro, various languages are spoken by Mangyans, and they include Iraya, Alangan, Tawbuid, Hanunoo, Tadyawan, Buhid, and Ratagnon. The latter is a Visayan language with less than three speakers.
Romblon, being near the Visayas, has three main languagues that belong to Visayan language family namely, Romblomanon, Asi, and Onhan.
Palawan, on the other hand, has its own set of native languages such as Cuyonon, Tagbanwa and Palawano that are still spoken by significant numbers of people.
MAJOR INDUSTRIES
MIMAROPA Regions opens its doors to everyone, from the regular travelers and tourists to the businessmen and investors. A visit to the different provinces of Region IV-B accords visitors a peaceful retreat from the complexities of city life.Some main entry points are the Puerto Princesa City airport and seaport, but visitors may also fly directly to selected northern destinations. Small commercial aircrafts from Manila and Puerto Princesa can ferry tourist, traders and businessmen to northern tourism destinations using the Busuanga and El Nido airstrips.
The province of Romblon, which is in Region IV-B is best known as the marble capital of the Philippines. It has been said that the quality of its marble equal to that of Italy. However, Romblon is more than just about marble. Situated at the heart of the archipelago, Romblon is a cluster of twenty islands hemmed in by the Sibuyan Sea on the north, east and south, and the Tablas Strait on the west. Comprised of 17 municipalities and 213 barangays, endowed with rich natural wonders. Romblon links the supply areas of Luzon, Visayas, and Mindanao. Tugdan Airport located Tablas Island is only 45 minutes away by light aircraft from Metro Manila’s financial districts. Also, direct ship routes from Manila as well as the southern Luzon ports of Batangas and Lucena intensify its linkages with the industrial CALABARZON region, making the province an ideal location for supply distribution and light manufacturing ventures. The capital town of Romblon and the port town of Odiongan are the provinces trade and commercial centers.
Oriental Mindoro is primarily an agricultural province. Although it is rich in natural resources and endowed with many natural attractions, it is one of the provinces with a very high poverty incidence.Tourism-related projects are the best business to go into especially in the unexplored areas of the province and along the Strong Republic Nautical Highway. Small to medium manufacturing plants such as food processing, meta lworks, and furniture making are possible winners. Bamboo, jatropha, cacao, coffee, and malunggay plantations are recommended in addition to commercial livestock and poultry-raising. A modern cold storage terminal should be put up.
Agriculture is basically the major industry in Occidental Mindoro and holds the record of being the Southern Tagalog Region’s leading rice producer. Other major agricultural products that are likewise exported from the province include coconut, corn, tobacco, garlic, mango, banana and peanut. The residents are also engaged in cattle and poultry raising, logging and fishing. The famous “Mindoro Bangus” is produced in many fresh-water ponds, while its offshore water teem with tuna, grouper and octopus. There are also light industries like processing fruits, fish, prawns and nuts, feed milling, gemstone and marble finishing, handicrafts, toys and gifts, which make use of the provinces profuse and accessible resources.
Mimaropa Region is rich in natural resources. Mindoro province is known as the “Rice Granary” and “Fruit Basket” of Southern Tagalog. It still is the Banana King and Calamansi King of the region. Its total agricultural area is 169, 603.34 hectares. Based on agricultural statistics, 85, 244 hectares are devoted to palay production while 21, 671 hectares to coconut plantation. The province, for the past years, registered an average of 1 to 2 million cavans as surplus in rice production. Occidental Mindoro is gifted by nature with a highly fertile soil which is a source of various crops like palay, coconut, fruits, root crops and vegetables. It is acclaimed as the Rice Granary of Southern Tagalog.It is also noted for its rich fishing grounds.Palawan is rich in seafood like crabs, squid, blue marlin, and calamares.
Baragatan Festival
A week long celebration of the Founding Anniversary of the Civil Government of Palawan. Dubbed as BARAGATAN, from a Cuyuno word “beggar” which means a convergence of people coming together from various municipalities bringing their songs, dances and music and present all these aspect of life through cultural presentation, trade shows, exhibitions, float parade and street dancing.
Moriones Festival
In the 90s up to the present, the island gained popularity among tourists for its annual Moriones Festival.However, in recent years, the six towns of Marinduque have also adopted new forms of celebrations and revelries to cater to the influx of local and foreign visitors. Two of these festivals are the Kangga Festival in Mogpog and Bila-Bila Festival in Boac.
Biniray Festival
One of the Philippines’ colorful festivals is the Biniray Festival which is annually held in the town of Romblon, Romblon. The town’s fiesta is observed in conjunction with the festival’s celebration which consists of several days. The festival is held in honor of Señor Santo Niño.
MIMAROPA is one of the regions of the Philippines. It is one of two regions of the Philippines having no land border with another region, Eastern Visayas being the other, and is designated as Region IV-B. The name is a portmanteau combining the names of its provinces, which are: Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon and Palawan.MIMAROPA is one of the archipelago�s most famous and profitable regions because of its abundance of environmental beauty and natural produce. The youngest among the 17 administrative regions in the Philippines, it was made separate for fair distribution of wealth among the provinces.

The issuance of Certificate on Debt Service Capacity of the LGUs is in conjunction with the Bureau´s LGU Debt Service Certification System, which determines the maximum amount an LGU can allocate for debt service. LGUs are issued certifications for their borrowing and debt service capacities as a requirement for sub-loan projects.

PRELIMINARY PROCESSING OF APPOINTMENTS (Regional Office)
The Bureau by virtue of its mandate supervises the local treasurers nationwide. Relative to this, it processes the appointment of Treasurers and Assistant Treasurers.
The procedure below defines the steps to be undertaken in the preliminary screening / processing of appointments of treasurers and assistant treasurers from the time of submission of qualified recommendees until the endorsement to the BLGF, Central Office for final evaluation and issuance of appointment.

The said conference was participated by the Provincial,Municipal and City Assessor in the entire Region IV-B. It is in preparation for the Real Estate Appraiser Licensure Examination and for the Grandfather Clause or well known as Real Estate Service Act which requires 120 accreditation hours. Our speakers are some of our own Municipal and Provincial Assessors. They tackled about the Preparation of SMV, Land Valuation and other topics that really help our Assessors to their job well. We also have our Workshop/ Exercises for the application of what they have learned from the conference.

Continuing Profesional Education for Local Assessors on Real Property Taxation

It is one of our series of trainings for the Real Estate Service Act or the Grandfather Clause for our Local Assessors to meet their Certification of 120 training hours . We held this seminar at the province of Occidental Mindoro upon the request of their Provincial Assessor. We invited the Provincial Assessor of Batangas to discuss Generally Accepted Valuation Concepts and Principles, Ms.Pamela P. Quizon of Central Office to tackle the Real Property Tax Study and Valuation Testing. Director Veronica B. King introduced the Department of Finance Guidelines in the Issuance of Certificate of Training.

The 2nd Quarter Conference of SPIP, Inc focus their conference on the DILG Implementation of the New Composition of the 20% Dev’t Fund which briefly disscussed by the DILG Provincial Director of Palawan. They also invited the City Treasurer of Quezon City to tackle up the Strategies: Collection of Business Taxes, Fees and Charges, Examination of Books of Accounts and shared the best practices in their City.
