As we commemorate and mark another milestone in promoting LGUs fiscal sustainability, this 28th-anniversarry’s celebration brings more significance as it highlights the launching of the enhance BLGF Official Website.
We, at BLGF Region 10, in pursuit of the Bureau’s mission/vision and mandate, is continuously seeking and accepting new and innovative approaches and techniques to improve local fiscal management. While our concerted efforts in promoting revenue generation strategies and monitoring local fiscal operations and administration registered consistent positive results, we believe that there are lots of things still remain to work and strive for to sustain the progress of BLGF’s capacity in improving LGUs financial performance.
With the enhanced website, while sporting a new look and design, it complied with the Administrative Order No. 39 for the institutionalization of corporate online identity for all government websites using prescribed templates and software tool. It also complied with the directive of the Secretary of Finance to improve transparency and good governance in local fiscal and financial management through effective web presence and online services.
Local government units and other stakeholders can now be provided with fast and easy accessibility of financial information they need. With this development of modern day technology, the needed sustainability of progress of BLGF’s capacity can now be put in a better perspective.
I am pretty sure, together with my staff that this enhance website shall be our vehicle to move us closer to our clients to provide fast, efficient and quality service.

PROFILE OF THE REGION
Political Subdivision
Designated as Region X of the Philippines, Northern Mindanao occupies the north-central part of Mindanao Island, and the island-province of Camiguin. It is composed of five provinces, namely: Bukidnon, Misamis Occidental, Misamis Oriental, Lanao del Norte and the island of Camiguin. Lanao del Norte, which originally belonged to Region XII, was transferred to Region X by virtue of Executive Order No. 36.
It has two (2) highly urbanized cities, Cagayan de Oro City and Iligan City and seven (7) component cities: El Salvador City and Gingoog City in Misamis Oriental, Malaybalay City and Valencia City in Bukidnon, Oroquieta City, Ozamiz City and Tangub City in Misamis Occidental. There are 84 municipalities and a total of 2,022 barangays.
The regional center is Cagayan de Oro City, where the national government’s regional offices and other big establishments are located.
Northern Mindanao is bounded on the east by the province of Surigao del Sur, the provinces of Lanao del Norte and Lanao del Sur on the west, Bohol Sea on the north and Davao del Norte on the south. This region has broad interior plains, as well as mountains and wide-ranging plateau.
Climate
It has a cool, mild and invigorating climate due to its abundant vegetation, natural springs and high elevation. Rainfall is evenly distributed throughout the year.
Languages and Dialects
The region is inhabited majority by the migrants from Cebu and Iloilo. There are also Waray-warays, Tagalogs and Maranaos.
Major Industries
More than 60% of Northern Mindanao’s total land area is classified as forestland. The economy in the region is mainly agricultural. It is the third largest producer of corn and banana in the country. The region’s seas abound with fish and other marine products. There is also a booming growth of industries in the region particularly in Cagayan de Oro City and Iligan City. The famous Del Monte Philippines, which shipped its products to the entire Philippines and Asia-Pacific region, is located in the province of Bukidnon and its processing plant is located in Cagayan de Oro City. The Agus-IV to VII Hydroelectric Plants in Iligan and Baloi, Lanao del Norte supplies most of its electrical power in Mindanao. The economy of Northern Mindanao is the largest regional economy in the island of Mindanao.
Northern Mindanao aims to be the primary food basket of the country due to rapid land conversion in Central Luzon, Southern Tagalog and the Visayas. But industrialization remains to be a crucial component of the region’s vision of development.
Land, air and water transport are available in the region. Inter-island ships and airlines service passengers to and from Manila, Cebu, Zamboanga and other island provinces. Majority of the towns and cities in the region’s mainland provinces are linked by fine road networks. Buses and jeepney are the main land transport.

ISSUANCE OF CERTIFICATE ON DEBT SERVICE CEILING (REGIONAL OFFICE)
The issuance of Certificate on Debt Service Capacity of the LGUs is in conjunction with the Bureau´s LGU Debt Service Certification System, which determines the maximum amount an LGU can allocate for debt service. LGUs are issued certifications for their borrowing and debt service capacities as a requirement for sub-loan projects.
The procedure below defines the steps to be undertaken in the issuance of Certificate on Debt Service Ceiling (Borrowing Capacity) of LGUs
Availability of Service: Monday to Friday from 8:00AM to 5:00 PM except on holidays.

PRELIMINARY PROCESSING OF APPOINTMENTS (Regional Office)
The Bureau by virtue of its mandate supervises the local treasurers nationwide. Relative to this, it processes the appointment of Treasurers and Assistant Treasurers.
The procedure below defines the steps to be undertaken in the preliminary screening / processing of appointments of treasurers and assistant treasurers from the time of submission of qualified recommendees until the endorsement to the BLGF, Central Office for final evaluation and issuance of appointment.
