Quezon City – The Bureau of Local Government Finance (BLGF), together with the 26 agencies trained in institutionalizing good regulatory practices, was recognized in the Anti-Red Tape Authority (ARTA) Empowering the Next Generation RIA Champions (ENRICH) 2022 on 07 December 2022 at the Novotel Hotel in Quezon City.

In his opening message, ARTA Director General Secretary Ernesto V. Perez, emphasized the role of ARTA in making the Philippines a just and progressive nation.

“Our goal is making the Philippines a truly just and progressive nation begins with an effective regulatory governance which is for government service delivery. ARTA aspires to minimize regulatory burdens to superfluous by optimizing the efficacy of current government regulations and practices in accordance with the mandate”, Secretary Perez said.

The ARTA and the Modernizing Government Regulations Program Office of the Development Academy of the Philippines (DAP) offered the Basic and Advanced Courses on Regulatory Impact and Assessment (RIA) where agencies submitted respective Regulatory Impact Statements (RIS) as required by the program. The said courses run in August and September 2022.

The BLGF’s RIS entitled “Standardizing the Review and Analysis of the Quarterly Report on Real Property Assessment (QRRPA)” aims to: (i) implement the submission of monthly and quarterly reports on real property assessments in the LGU Integrated Financial Tools (LIFT) System; (ii) comply and conduct review and analysis for uniformity of data encoding based on the actual use of properties; (iii) issue guidelines on the rejection of properties with findings not compliant with the parameters; and (iv) submit report in the LIFT system in accordance with the deadlines.

The BLGF employees who completed the said program are Ms Marife A. Baniquet, Supervising Administrative Officer of Administrative Division (AD), Mr. Carlo G. Agovida, Planning Officer III of the Policy, Planning, Programming, and Standards Division (PPPSD), Mr. Carlo A. Aquino, Local Assessment Operations Officer III of the Local Assessment Operations Division (LAOD), Ms Gabrielle J. Isip, Senior Tax Specialist of the PPPSD, Ms Maria Estella R. Nacion, Information Officer III of the Information Systems Management Division (ISMD), and Atty. Jamie Ruth V. Vivero, Administrative Assistant I of the BLGF Regional Office VIII.
