Following the successful first meeting in 2017, the Bureau of Local Government Finance represented by Executive Director Niño Raymond B. Alvina, together with other countries’ local government leaders, participated in the 2nd Roundtable of Network on Fiscal Relations in Asia (RoNFRA) in Seoul, South Korea on 21-22 February 2019.

RoNFRA was hosted by the Organisation for Economic Cooperation and Development (OECD), and Korea Institute of Public Finance (KIPF). The event discussed country issues under the theme “Local Capacity Building and Performance Improvement for Inclusive Growth”, such as revenue and expenditure assignment, intergovernmental grants and transfers, performance management, and local capacity building mechanisms, among others.

ED Alvina discussed the on-going property valuation reforms (Package 3) of the Comprehensive Tax Reform Program (CTRP) of the government. Joining the forum for the Philippines were Regional Director Imelda C. Laceras of the Department of Budget and Management, who discussed reforms in local public financial management, and Director Anna Liza Bonagua of the Department of the Interior and Local Government who talked about LGU performance management for inclusive growth.

The workshop provided an open and participatory venue for delegates and experts to discuss and compare evaluations of their country’s subnational financial management and fiscal governance issues.
