Mabalacat, Pampanga – The Bureau of Local Government Finance (BLGF), in partnership with the Philippine Tax Academy – Local Government Finance Institute (PTA-LGFI), conducted a Finalization Workshop on the Development of the BLGF Competency Framework, from 30 January to 03 February 2023, at the Park Inn at Raddison Clark, Clark Freeport Zone, Mabalacat, Pampanga. The said workshop was attended by the BLGF Central Office directors, division chiefs, and technical personnel from the Bureau’s Central and Regional Offices.
In her message, PTA – LGFI Chancellor II, Ma. Teresa S. Habitan, underscored the importance of enhancing the BLGF’s competencies to improve its capacity to help the LGUs.
“You [BLGF] are the frontliners of the DOF, more than BIR and BOC, because you work with the smallest unit in the Philippines: the LGUs.
LGUs are actually the face of the government. BLGF and LGFI must remember that these are our stakeholders, more than anyone else. What we do is mainly for us to improve our capacity to help the LGUs, the face of the government, become competent”, Chancellor Habitan said.
BLGF Acting Deputy Executive Director Armi M. Advincula, in her message, recognized the BLGF’s proactive and broader role in promoting and developing competency-based training and development through the Capacity Building Division (CBD), and looked forward to the strengthened collaboration with the PTA.
“I hope that this forum will provide further opportunity for consultation and participation by all of us in formulating a competency framework, this time for the BLGF employees. This may be just one part of the whole development exercise, however, it remains to be a critical part”, Director Advincula said.
The finalization workshop is part of a three-part workshop series to complete the Competency Management System Development (CMSD) of the Bureau. The BLGF has successfully developed the competency framework for local treasurers, with the local assessors’ competency framework in the pipeline.
