The Bureau of Local Government Finance (BLGF) welcomes the Officers and Staff of the Ministry of Economy and Finance (MEF) and Sub-National Administrations Fund (SNIF)-Secretariat of the Royal Government of Cambodia on 21 October 2019 at the DOF Building.

The International Study Visit, assisted by the Asian Development Bank (ADB), was designed to learn the fiscal decentralization narrative of the Philippines to help improve the Cambodian approach in delivering local development and public services; specifically in public financial management system, formulation and policy issuances on local taxation, revenue administration and credit financing.

The discussion was led by the BLGF Executive Director Niño Raymond B. Alvina, together with Director Ma. Pamela P. Quizon of Local Fiscal Policy Division, Acting Director Ricardo L. Bobis, Jr. of Local Government Units Operations Division, Ms Erwina Grace Morales, Chief of Local Debt Monitoring and Evaluation Division and Ms Cynthia G. Faurillo, OIC Chief of Local Financial Data Analysis Division.

Witnessing also the Study Visit are Department of Finance (DOF) Undersecretary Antonette C. Tionko, and Municipal Development Fund Office and International Finance Group Executive Director Helena B. Habulan.

Likewise, ED Alvina emphasized in his message that decentralization is not a one-time policy and reforms have been necessary to adapt in the changing policy landscape. He also stressed the need for a transparent, accountable and efficient monitoring in order to establish policies and guidelines to assist local government visits.
