In preparation for the adoption of the LGU Integrated Financial Tools (LIFT) System in the submission of the electronic Statement of Receipts and Expenditures (eSRE) reports starting FY 2018, the Bureau conducted a Refresher Training for the Roll-out of LIFT System on 5-6 September 2017 at Orchid Garden Suites, Manila City.

By way of background and pursuant to Section 12.4 of the DILG-NEDA-DBM-DOF JMC No. 1 Series of 2016 dated 18 November 2016, to mainstream performance management systems currently being implemented by the oversight agencies into local public financial management, the oversight agencies shall endeavour to harmonize and complement the various performance systems through the LIFT System.

The LIFT is a web-based system that will serve as a portal to synchronize the LGU financial reporting requirements of the oversight agencies (DILG, DBM and DOF-BLGF), particularly the eSRE System, the Local Fees and Charges Estimation System (LFCES) and the Local Governance Performance Management System (LGPMS).  These improved and enhanced computerized fiscal database systems of the LGU oversight agencies and public financial management e-tools were funded by the European Union (EU) under the Support to the Local Government Units for More Effective and Accountable Public Financial Management (LGU PFM 2) Project.

This training provides the participants with knowledge and skills to be able to competently roll-out of LIFT system and the improved PFM e-tools and assist the LGUs in their respective regions.
